That’s nothing a little DRM can’t fix.
Actually, you can force people – you just need to live in a country like Russia. Here enforcers not only install gates like this, but also a curb a bit higher than standard (though in Moscow the latter is already standard), so you wouldn’t crawl it if you don’t have a good off-road car or truck (thus, applicable for a majority of car-owners). And if such things continue to take place, they install bollards preventing from it. So enforcers just need a bit of imagination and motivation, because money is the last thing counted here.
In the above case, both lawns would be surrounded by such concrete blocks, with enough space in-between for the passers-by to go through, but not cars.
As for the music – well, Russian can’t but steal it, you can’t help it.
